Comic Book Synopsis / Plot

1944: Captain America, secretly working for Hydra, discovers that Military Intelligence has learned that Baron Zemo (Heinrich) is in London and they are setting a trap for him; Cap rushes off to Greenwich Observatory to intervene. Cap crashes through as Bucky is trying to prevent Zemo from stealing the drone rocket....

New Jersey homeowner Bob Hoffstetter is shocked by a late night visit from Baron Zemo (Helmut) who takes him prisoner and offers veiled threats against his family....

In Sokovia, the Red Skull and his daughter Sin take control of Soviet weapons abandoned after the fall of the USSR....

Earlier, Baron Zemo had approached Eric Solveig about recruiting more agents for Cap''s scheme; Solveig suggests the former inmates of Pleasant Hill....

1944: In Bucky''s battle with Zemo, it is the villain who is trapped as the rocket launches, sending him to his death in the Atlantic. And Cap is struck speechless before his friend Helmut....

Zemo bares his soul to Bob Hoffstetter, explaining the value of family and the joy it brings...and how he needs Bob''s help. There follows four wordless pages showing Zemo traveling around the world, recruiting villains for the Hydra plot. Now Zemo takes Bob, a brainwashed former citizen of Pleasant Hill, and pushes him through a portal to meet his new family, the cadre of recruited villains....

Cap concludes his apology to Helmut for failing to save his father and promises him revenge and an army—as we see the Thunderbolts, led by Bucky—and Kobik....

Comments: The Invaders seen in flashback are Cap, Bucky, Sub-Mariner, Human Torch, Spitfire, Union Jack. Toro is shown on the cover but does not appear inside. Villains shown being recruited by Zemo include the Wrecking Crew, Kraven the Hunter, Mr. Hyde, the Serpent Society, the Wizard, Armadillo, Gray Gargoyle, Klaw, Ringmaster and the Circus of Crime, Baron Blood, Cyclone, the U-Foes, and a bunch of people I don't recognize. Bob Hoffstetter has not been identified. According to the last page, Zemo's “Return of the Maser” continues in THUNDERBOLTS #10 and 11 and the current story expands in UNCANNY AVENGERS #22.

Review: Wait, what? Bucky didn't “die” and Cap wasn't frozen in ice in this continuity? So why is Bucky now Winter Soldier? Why are he and Cap so young? Why...? Oh, just go with it, Nick Spencer is still (yes, still) laying down all of the plot elements for SECRET EMPIRE so nothing will be explained for several months. Really he couldn't even tell us who Bob is supposed to be? Major dramatic fail, dude.
